UPPER AND LOWER BASINS CLOSING GAP: "Upper and Lower Basin states reached an almost complete negotiated agreement on Colorado River Basin Project legislation on January 28, in Los Angeles. At one point it appeared that all differences had been resolved. Then a question was raised concerning assured power generation at Hoover Dam under proposed criteria for releases of water from Lake Powell. No certain assurance could be provided until the matter was investigated more thoroughly, and the meeting was adjourned just short of the complete success that had seemed so close. "Reduced to its simplest term, the remaining controversy is the amount of water which needs to be stored in Lake Powell to assure the Upper Basin states' ability to make the releases to the Lower Basin which are required by the Colorado River Compact, and still to be able to utilize its own share. "During the two days of negotiation on this point, Colorado compromised on its earlier demand, which was totally unacceptable to the Lower Basin states. But the compromise still left Hoover Dam power users feeling that more study is needed. That study is now under way in the Department of Interior and Bureau of Reclamation. "Reasonable people can solve the problem, and an historic moment of truth is near. Past differences in the Basin have gradually been resolved and there is no reason why this point cannot be." - Rich Johnson **** BUSY WATER CALENDAR: CAPA Board Chairman Lawrence Mehren has been invited to address the Colorado Water Congress in Denver, on February 10. His subject: "Can There Be Peace Along The Colorado?" President Rich Johnson has been asked to address the first Northeast-Southwest Regional Water Conference in Philadelphia on March 10. He will explain and describe Colorado River Development and current Colorado River Basin Project legislation.
